This is a quick 10 second clip that I prepared in Photoshop, and completed the animation in After Effects. Essentially the way I do this is cut up what ever pieces may be moving, and put them in a sort of virtual world with three axis instead of two. I have made quite a few of these, they work well for things like animated profiles pictures where they are supported, especially if you have a animation that smoothly loops, as these profile images usually don’t give you a choice. I like to see them as 3 dimensional photographs. It doesn’t really matter what the original picture was, this always seems to make them much more dramatic and dynamic. A good simple example of the benefits of animation, over photography.
